Kirksville approves firefighter contract through 2028, creates 'fire engineer' role

The Kirksville City Council voted to approve a labor agreement with the International Association of Firefighters Local 2952 that will take effect Jan. 1, 2026 through Dec. 31, 2028 unless either party gives notice to reopen.
"We started meeting with the union back in August," City Manager Mary Macomber said, and she commended labor leadership — identified in the presentation as Silas Crawford (president), Marshall Cook (secretary) and Chelsea Burkhizer (treasurer) — for working through language and procedural changes.
Macomber said several items were removed from the labor agreement to be governed by city policy instead, and highlighted the creation of a fire engineer position. "That is not adding more staff. It would be a reduction in the firefighter 2 positions," she said during the staff report, describing the change as a reclassification implemented during the budget process.
The agreement was approved on first and second readings and the council recorded passage without further amendment. The council did not vote on specific dollar figures in open session; Macomber described the changes as the result of bargaining and budget deliberations earlier in the year.
