"It's for Green Street, and pedestrian study along Green Street from the intersection of Baltimore all the way up to the Central Business District," said Rodney Sadler, deputy city manager, noting average daily traffic of about 4,500 vehicles and visible informal paths where people currently walk.
Sadler said the city applied through the Transportation Improvement Program and was awarded the grant in October. According to the staff presentation, the grant as described in the meeting paperwork totals $15,000 with a $3,000 city match; staff said the study would position the city to apply for a construction TAP grant later to fund physical improvements.
Council members said the corridor has been frequently mentioned by residents and commended staff for pursuing the study. The ordinance (Bill 2025-57) passed without recorded opposition.
The council did not specify a schedule for the consultant work or a timeline for follow-up funding applications; staff indicated next steps would include the study's completion and a subsequent application for construction funds. The item was introduced and debated during the action presentations and carried by vote on the council floor.
