The University Heights City Council on Nov. 17 approved a Planning Commission recommendation to demolish an existing house and allow construction of a new single‑family home at 2648 Winton Road, contingent on a developer's agreement and an approved bond.
Councilmember Mr. Rock, the council representative to the Planning Commission, reviewed prior hearings and said the applicant secured required variances from the Board of Zoning Appeals and resolved a neighbor concern with a memorandum of understanding. The council moved, seconded and approved the recommendation by roll call.
In related business the council authorized staff to post public notice accepting resumes for an upcoming vacant council seat effective Jan. 1, with an application deadline of Dec. 29. The presiding officer said the law director reviewed and approved the application wording to make the appointment process smoother beginning Jan. 1.
Councilmembers also considered Ordinance No. 2025‑45, which replaces Ordinance No. 2019‑23 and establishes a property maintenance grant program as chapter 14.89 of the city code. The program provides grants of up to $2,500 for exterior property repairs. Councilmember Ms. Weiser said the current eligibility cutoff yielded only a handful of applicants and recommended raising the income threshold to allow more residents — including retirees on fixed incomes — to qualify. The council adopted the ordinance on second reading by roll call.
All three items were moved, seconded and approved during the meeting. The council's clerk conducted roll calls for each vote; the meeting record reflects affirmative votes and no recorded defeats. The approvals are subject to usual administrative steps: execution of developer agreements and posting of required bonds for the Winton Road project, and procedural posting and intake for the council vacancy.
