City Engineer Steve Hill summarized the bid process: the city solicited bids from 19 firms and received three submissions. The project—including a learning pavilion, seating, and two family restrooms—is partially funded by a Michigan Department of Natural Resources (MDNR) land-and-water grant awarded in 2022; the River Center board originally estimated the project at $351,000 and identified a local match. After bids exceeded earlier estimates, staff reviewed plans with a local contractor and the River Center board to confirm available funding. Staff reported committed funds and grants totaling roughly $223,400 plus other River Center fundraising that together make the project feasible; the DNR was notified of the bid results and approved the contractor selection.
A motion to award the contract to Meridian Contracting (low bidder) for the 2025 Duck Park pavilion and restroom project carried after council discussion about rising construction costs, availability, and matching funds. Staff noted Meridian has worked for the city before and the build is planned for spring, scheduling dependent on contractor availability.
