Council advances labor agreements and pay plan items; AFSCME and police extensions approved

Council considered multiple personnel and labor items tied to the 2026 budget. On second read under suspension, council approved Resolution 045-25, a collective bargaining agreement between the city of Napoleon and the American Federation of State, County and Municipal Employees (AFSCME) covering Dec. 1, 2025–Dec. 31, 2028; staff asked for suspension to allow the finance department to implement the terms.
Council also approved on third read under emergency Resolution 043-25, an extension of the police contract with the Napoleon Police Officers Association (term commencing Dec. 1, 2025–Nov. 30, 2026) to bridge negotiations while the city prepares a new two-year contract next year.
Separately, staff presented Ordinance 050-25 to adopt a position-classification pay plan for nonbargaining employees for 2026, recommending a 4.75% increase reflected in exhibits A–C. Council moved the ordinance to second reading for further consideration.
City manager and finance staff explained that some salary costs are apportioned across funds and that reimbursement provisions are established by separate ordinance actions; council advanced those related ordinances to second read during the meeting.
