Council approves consent agenda, extends Carver Recreation Center lease and adopts sister‑city resolution

Consent agenda: Council adopted the consent agenda by voice/electronic vote. Items listed on the consent agenda included minutes (5/19/2025 and 10/06/2025), an ordinance amending city code article 16 establishing the police civilian oversight board (second reading), and a resolution to appropriate Virginia Department of Historic Resources grant funds of $500,000 to the Jefferson School African American Heritage Center (one of two readings), among other routine items.

Carver Recreation Center lease extension: Staff requested and council approved a single‑reading resolution to extend the lease of the Jefferson School/Carver Recreation Center property so the lease aligns with fiscal‑year budgeting. The council moved, seconded and recorded an electronic vote; the motion passed 5–0.

Sister city elevation: The Sister Cities Commission recommended elevating the municipality in Guatemala (currently a friendship city) to full sister‑city status; Edward Herring and Kristen Petros de Gues presented the background and a preliminary two‑year budget of activities. Council adopted the resolution to elevate the friendship city to a full sister city during the meeting.

Dairy Road Bridge project: Council noted the Dairy Road Bridge item was removed from the agenda and rescheduled for December.
