Conservation commission issues certificates of compliance for Whitney Street culvert and two homes

On Nov. 17, 2025, the Templeton Conservation Commission voted to issue Certificates of Compliance (COCs) for three completed projects: the Whitney Street culvert replacement, a new house at 379 Berry Road and Lot 4 at 1065 Kingfield Trail.

The Whitney Street project (Columbus 3 CLC request 30403884) was presented with site photos from an Oct. 30 visit and Templeton DPW Director Bob Sosik attended to represent the work. Speaker 3 moved to issue the COC; commissioners discussed resident patience during construction, a single pump problem during work, and confirmed erosion controls had been removed or could be removed. The commission voted to issue the COC and instructed that the site sign be removed.

For 379 Berry Road (POC request 3040390), staff reported a Nov. 12 site visit, noted erosion controls remain in place, and provided an engineer’s letter and an as-built that matched the dwelling and garage; Speaker 3 moved and the commission issued the COC.

At 1065 Kingfield Trail (Lot 4), the commission reopened an item from September after staff flagged that several houses were built by a single builder who sold units before COCs were completed. Staff presented an as-built and an engineer’s letter; commissioners noted one instance of a new well drilling on the opposite side of the house away from the wetlands and determined it likely did not fall within commission jurisdiction. The commission voted to issue the COC for Lot 4.

Each COC issuance was moved and seconded during the meeting; votes were recorded as affirmative by the commissioners present. Staff will file the signed COCs with the commission records and follow up on any remaining site cleanup or paperwork.
