The Berkeley County Schools Board approved a large personnel slate at its Nov. 17 meeting covering coaching appointments, promotions, resignations, substitute listings and a recommended termination.
Human-resources representative Mister Kamlowski presented the packet, noting 92 professional, service and substitute personnel actions for board consideration. The presentation included 9 coaching appointments, one interim coaching appointment, five coaching resignations, 19 health-care appointments, multiple professional appointments and resignations, and numerous service personnel and substitute actions.
Line item 56 was highlighted during the meeting as the ratification of an unpaid suspension and a recommended termination for an employee identified in the presentation as Sherra Howenstein. Kamlowski said the employee had requested to resign but that request was denied and that the superintendent recommended termination; the employee was given notice and the opportunity to request a hearing by a specified date but the transcript records no hearing request. Board members asked clarifying questions about notification and leave during pending investigations and staff said the district places employees on paid administrative leave pending outcomes of investigations that implicate child-protection concerns.
After discussion, a motion to accept the personnel actions was moved and seconded and the board voted to approve the personnel slate; the vote is recorded in the meeting as 'Aye' without a roll-call tally in the transcript.
Next steps: personnel actions will be processed according to district policy and state reporting requirements; staff said terminations and investigations involving possible CPS referrals are reported to the West Virginia Department of Education as required by state rules.
