Board approves MIP window-replacement project; accepts low bidder for Hedgesville area work

Staff presented the bid tabulation and explained the base bid covered the 1926 section of Hedgesville Middle School, the front of Hedgesville High School and window work at Peckin and Tuscarora elementaries. The low bidder listed in the tabulation was (transcribed) Reckville and Hellman Construction; staff noted the project base bid plus required soft costs and a county contribution were part of the funding picture. The county’s local contribution to the SBA grant was listed in the meeting materials as $388,109.
Mister Tyson, who presented the project, told the board that the base bid would be completed in time for students to occupy improved classrooms in fall 2026 and that construction activities could also use spring break windows if material lead times allowed. Staff also described alternates (science wing, cafeteria, and additional high‑school sections) and estimated soft costs (architecture/engineering and related fees) at roughly 9 percent of construction cost; the board debated whether to include alternates and ultimately approved the base bid with Alternate 1 (the science wing) following motions and an amendment.
The board recorded the motion as carried. Staff said soft-cost estimates for the approved selection will be added and the total project will be managed with the MIP grant and the district’s local contribution. Completion was described as targeted for summer 2026.
What was not decided tonight: final funding packaging (the board did not resolve a bond or other financing beyond the listed local contribution) and any large additions beyond the approved alternate, which staff said could be revisited later.
