Tolland council amends public-comment rules, approves routine appointments and small state grant deposit

At its Nov. 11 organizational meeting, the Tolland Town Council approved several procedural and administrative items: a change to public-participation timing, appointments to boards and commissions, the town attorney appointment, and a resolution to deposit supplemental municipal revenue-sharing funds into the general fund.
The council amended the rules of procedure to allow three minutes for public comment at the start of meetings and two minutes at the end. Proponents said the change would make participation easier for families and increase responsiveness; opponents cautioned it could lengthen meetings.
Council appointed Rick Conti as town attorney for a two-year term (11/12/2025–11/03/2027). The town manager noted Conti is at the tail end of his career and often refers specialized matters to other firms when needed; councilors asked about transition planning and contingency arrangements.
Finance staff reported that Connecticut’s Office of Policy and Management (OPM) distributed supplemental municipal revenue-sharing funds and that Tolland received $2,335.68; the council voted to appropriate the amount to the general fund. The council also appointed volunteers to the permanent celebration committee and the Historic District Commission and adopted the meeting schedule for 2025–2027.
These items were approved by roll call or unanimous voice votes; no controversial contract awards or large-budget approvals were taken at the meeting.
