Eureka council tightens CPTED façade rebate program with parcel cap, reinstates fees to prevent misuse

Economic Development Director Asbury briefed the council on the city's CPTED façade-improvement rebate program, which offers two tracks: CPTED security reimbursements (100% up to $2,500 for qualifying commercial-security items) and façade-beautification reimbursements (25% up to $2,500).
Asbury said the program has completed about 90 site visits, awarded 37 grants totaling $148,000 and is budgeted for $165,000; the program currently has about $17,000 remaining. She told council staff have observed large stacked applications that consume a disproportionate share of funds, including a recent $25,000 payment to a property owner who combined multiple business claims.
To make the program sustainable and spread funds more widely, staff proposed a $5,000 per-parcel cap and reinstating building-permit and planning-review fees (previously waived in some cases). Asbury said most common qualifying improvements (cameras, lighting, gates) are modest and often do not require permits.
Council member Castellano moved to approve the proposed updates; the motion was seconded and carried 5–0.
Council requested staff continue tracking program use and report if the new cap or fees create unintended obstacles for small businesses pursuing modest security or façade work.
