Acting as the board of canvassers before its regular meeting, the Highland City Council unanimously certified the results of the 2025 municipal election.
City recorder Stephanie Caudill presented the final results, reporting that Britney Bills received 3,468 votes for mayor and that Scott L. Smith and Liz Rice received 2,450 and 2,334 votes, respectively. Councilmember Kim moved to certify Bills, Rice and Smith; the motion was seconded and passed on a roll-call vote.
Council members discussed whether certification declares officials “mayor” and “council members” immediately or recognizes them as mayor‑elect and council‑elect; staff and members clarified that the new terms begin in January (the council noted January 5 around noon as the customary swearing‑in timing). Mayor and council members recorded “yes” votes and the council certified the election.
The council noted upcoming administrative deadlines tied to the election: the application deadline to fill the council vacancy created by Bills’ election (6 p.m., Dec. 3), a campaign financial statement deadline (Dec. 4), and a council vacancy meeting scheduled for Dec. 11. The swearing‑in ceremony for new officeholders will be held Jan. 6 at 6 p.m.
