Harnett County approves three rezoning requests along NC corridors

The Harnett County Board of Commissioners approved three rezoning requests Tuesday after staff presentations and brief public comment.
Staff recommended approval of PLANN 25090001, a request to rezone about 6.59 acres at NC 210 South and Shaw Town Road from RA20R (residential/agricultural) to commercial with a concurrent land‑use amendment to Commercial Mixed Use. Planning staff noted the parcel’s access to county water, proximity to an annexed industrial parcel and that the request aligns with Harnett Horizons 2040 strategies for gateway commercial corridors. The applicant, Greg Bagley, said plans avoid direct access onto NC 210 and that he had already met with NCDOT to address traffic concerns. The board voted to approve the rezoning and the land‑use amendment unanimously.
The board also approved PLANN 25090002, a county-initiated rezoning to change roughly 18.125 acres along Old NC 87 from commercial to RA20R after owner outreach; staff and the Planning Board recommended the change as consistent with the area’s residential use. There were no public speakers opposed and the motion carried unanimously.
Finally, the board approved PLANN 25100001, rezoning about 5.32 acres at Ray Road and McKay Drive from RA20M to commercial, with staff citing existing adjacent commercial uses, infrastructure availability and a Military Corridor Overlay review. Applicant representatives said they plan to recombine a triangular parcel to create consistent zoning at the intersection. Supporters in the public comment period said traffic volumes support commercial use. The rezoning and concurrent land‑use change were approved by voice vote.
Each rezoning motion included the required future-land-use amendment when the underlying map did not support the requested zoning. Commissioners noted DOT technical review would address traffic-safety issues during subsequent site-plan review phases.
