Separately, Utilities Director Tom Spencer requested approval of an amendment to the city's existing engineering services agreement with CDM Smith for a preliminary design report for biosolids processing. The scope responds to Florida Department of Environmental Protection changes limiting land application of liquid biosolids; the amendment is not to exceed $347,480 and would produce a report and cost estimate in roughly 35 weeks after notice to proceed. Council approved the amendment.
Staff also announced the city was awarded supplemental appropriations for drinking water and wastewater and will submit State Revolving Fund loan applications totaling $66.3 million with $22.8 million in principal forgiveness; application materials are due March 12, 2026. Council approved the seawall award and the engineering amendment in separate votes.
