The Historic Zoning Commission voted to approve a partial demolition and siding replacement at 1015 South Douglas Avenue after extended deliberation over whether the original wood siding could be salvaged.
Melissa (staff) described site visits beginning July 22 and noted that staff found damage to lower siding rows around the foundation and some window openings but concluded the original siding on prominent facades appears salvageable "to the extent possible." Staff recommended repair and selective replacement, salvaging original material for the front and principal side elevation, matching reveal and mitered-corner detailing where replacement is necessary, and submitting a shoring plan before revising the preservation permit.
Owner and contractor Jason Griffith told the commission he found extensive rot after removing vinyl and requested full replacement on grounds that much of the original siding was brittle and damaged by prior vinyl application. Inspector Scott Keckley confirmed additional rot in lower walls and recommended salvaging original siding where feasible.
Commissioners debated craft and product choices (including fiber-cement product options and Artisan/Hardie alternatives) and emphasized the importance of replicating character-defining mitered corners on primary facades. Commissioner Price said he would not object to full replacement if materials and detailing replicate mitered corners; others preferred salvage where possible. The commission moved to approve the staff recommendation (repair/salvage where possible; replacement material to match historic reveal and mitered corner detail; shoring plan required) and the motion carried.
The approval is conditional on the three staff conditions and the standard materials and utilities conditions noted in the staff report. Applicants must submit documentation showing proposed replacement material and detailing for staff review.
