The Historic Zoning Commission approved a sweeping consent agenda and voted on several individual permit matters at its Nov. 20 meeting. Commissioners accepted staff recommendations for routine preservation permits across the city and approved multiple pulled items after public comment and discussion.
The commission approved the consent agenda on a motion by Commissioner Mosley, seconded by Commissioner Williams. Items placed on the consent agenda included preservation permits at 1212 Fatherland Street; 1625 Shelby Avenue; 9305 South 10th Street; 1713 Ashwood Avenue; 2511 Essex Place; 1424 Fairfax Avenue; 2502 Westwood Avenue; 2908 Belmont Boulevard; 1104 Lawrence Avenue; 1323 3rd Avenue North; 1814 4th Avenue North; 136 Blackburn Avenue; 249 and 226 Lauderdale Road; and administrative approvals for permits issued in the prior month.
Individual actions taken during the meeting included approval with staff conditions for 900 North 16th Street (rear addition and outbuilding), 1904 Russell Street (infill, approved after applicant agreed to remove front parking/curb cut and adjust setback), 1015 South Douglas Avenue (partial demolition and siding replacement approved with staff conditions to salvage historic material where possible and submit a shoring plan), 1901 Linden Avenue (outbuilding addition approved with conditions including additional staff research into the existing building's historic status and a three-foot side setback), 116 South 13th Street (minor dormer width revision approved), 824 South Douglas Avenue (rear addition approved), and others per staff recommendations.
One item was deferred: the administrative demolition/permit for 1514 Forest Avenue was pulled from consideration after public commenters raised probate and ownership questions. Legal counsel advised additional research; the commission voted to defer the application until ownership and legal authority are clarified.
The commission also adopted revisions to its rules of order to allow the chair to deliberate and vote, add a 20-minute public comment period (two minutes per speaker as drafted), update conflict-of-interest language, and make telecommunication facilities administratively approvable in limited circumstances.
The meeting adjourned after commissioners completed the agenda.
