He told council they request an additional $75,000 to prepay five years of cloud backhaul subscription and sought suspension of rules to allow completion over winter break.
Council voted to suspend rules and adopt ordinance 128‑25 with the requested amendment authorizing increased expenditure for project 362. The chair said the suspension was to "get it done over winter break" so the system will be online when students return.
On public-works finance, council approved a then-and-now certificate (ordinance 126‑25 amended) to pay RDR Utility Service Group $667,350.89 for project 330 (installing a sewer main under the Hocking River). Auditor and mayor confirmed the money is in the proprietary sewer fund and the payment addresses a prior-year invoice that was paid in the current year per state requirements.
Other routine appropriation ordinances (including 101‑25 for a Jacobs Street water line and several budget amendments) were suspended and adopted as listed in the agenda; council also adopted ordinances to dispose of outdated TriCaster broadcast equipment (117‑25) and to transfer or sell small municipal properties (115‑25, 116‑25).
