Shelton council adopts 2026 budget and tax ordinances, approves solid-waste rate increase and updates special-events code

Shelton City Council on Nov. 18 adopted the city's 2026 budget and the ordinance setting the annual ad valorem tax and approved several other measures affecting rates and city procedures.
The council voted to adopt Ordinance 2034-1025, setting the amount of annual ad valorem taxes for calendar year 2026, and Ordinance 2035-1025, adopting the city's budget for 2026. Interim finance director Terry Schnitzer presented the budget figures, and council approved both ordinances by voice vote after a public hearing was closed.
Council also approved Resolution 1409-1025 authorizing Mason County Garbage to increase solid-waste and recycling rates effective Jan. 1, 2026. Chad White, site manager for Mason County Garbage, said the company is seeking to pass through cost pressures including fuel and carbon fees and higher labor costs; staff estimated the immediate city-level fiscal impact at roughly $7,000.
On code and fees, the council adopted Ordinance 2036-1025 to amend chapter 5.46 of the municipal code to expand and clarify special-event and special-use rules for indoor and building-based events. Staff said the amendment is intended to provide consistent administrative guardrails and a standard five-day processing timeline for many uses.
Multiple other resolutions and proposals were placed on the Dec. 2 action agenda for final consideration, including easement and on-call consultant work orders and the city's legislative agenda priorities. Council moved those items forward by motion and voice vote.
The council closed business and announced the next study session is Nov. 25 and the next regular meeting will be Dec. 2, when several forwarded items will return for final votes.
