The Elkhart Redevelopment Commission rejected bids for asbestos assessment/remediation from Star Environmental and authorized city-contracted asbestos surveys at two properties.
Staff reported that bids from Star Environmental for assessment and remediation at 420 South 2nd and 812 South Main were ‘‘considerably higher than what we've seen for similar projects’’ and recommended rejecting those bids. The commission voted to reject the Star Environmental bids.
For the separate step of assessing asbestos presence, staff said the city would use its contract with Clean Air Environmental Services (Clean Air) to perform surveys. The commission approved contracting Clean Air Environmental Services, Inc. to provide an asbestos assessment at 420 South 2nd for $1,250 (appropriated from downtown allocation area No. 1) and a separate assessment at 812 South Main for $600 (from consolidated area TIF). Staff clarified these actions were for surveys only and that remediation decisions would follow the assessment results.
All measures passed by voice vote.
