Waukegan teachers say district paused Idaho State University credits, ask board for retroactive lane changes

Lynette Oliver, a Waukegan teacher of nearly three decades, told the board on Nov. 18 that she submitted transcripts and lane-change paperwork in June and August and saw her lane listed in iVisions as "Master +45," only to learn the day before the raise that human resources had paused acceptance of the Idaho State University coursework.
"We upheld our end of the deal, and we deserve the district to uphold theirs," Oliver said, asking the board to "honor the lane change" and issue any retroactive pay owed. She said HR did not notify teachers directly and that more than 40 educators may be affected.
Rae Ann Nickerson, another teacher with 29 years in the district, said credits she submitted were recorded and verified in iVisions and that teachers expected their pay increases to appear on the Oct. 31 paycheck. "We were blindsided on Thursday, October 30," she said, and asked the board to correct the pause and issue retroactive pay without delay.
Both speakers said they chose Idaho State University because it was affordable and available on their schedules; Nickerson said colleagues who used other programs (for example, Oklahoma Christian) were not paused. Neither speaker identified a specific contractual clause justifying the pause; district staff at the meeting said HR was reviewing the matter.
Board members acknowledged the concern and asked administration to provide more information. At the meeting Superintendent and finance staff did not announce a final determination; board members requested the administration keep the board updated on findings and next steps.
Context: Lane changes adjust teacher pay based on graduate coursework and are processed through district HR systems and payroll. At the meeting teachers said their coursework appeared to be recorded and acknowledged by HR before the pause. The district has not yet provided a public explanation of the legal or contractual grounds for pausing Idaho State University credits.
