Public Service Commission accepts Maryland Water Service rate pass-throughs for Pinto and Highland Estates

The Public Service Commission on Nov. 19, 2025, accepted revised tariff pages filed by Maryland Water Service Inc. to raise bulk-purchase water rates for the Pinto and Highland Estates systems.
Alden Manka, speaking for commission staff, said the revisions are pass-through adjustments to recover higher costs charged by the municipalities that supply water: Allegheny County and the city of Cumberland. Staff recommended accepting the revised tariff pages for filing with an effective date of Nov. 19, 2025.
Under the filing, the Highland Estates bulk purchase rate will increase from $12.52 per 1,000 gallons to $15.55 per 1,000 gallons, which staff estimated would raise the average Highland Estates residential customer's monthly bill by about $6.90 (a roughly 6.7% increase). The Pinto system's bulk purchase rate will increase from $10.04 per 1,000 gallons to $12.17 per 1,000 gallons, which staff estimated would raise the average Pinto residential customer's monthly bill by about $6.65 (about a 5.4% increase).
David Beagleman, representing Maryland Water Service, confirmed the company is passing through municipal rate increases and that customers were notified Oct. 14, 2025. Commissioners asked about how these percentage changes compare with prior years; staff said similar adjustments have occurred and the last increase for the systems occurred in August 2024. The commission voted unanimously to accept the tariff revisions.
