DuPage committee approves contracts for health, IT, public-safety equipment and coroner services

- DuPage County Health Department: court navigator services for the 18th Judicial Circuit not to exceed $48,000 (JPSP-49-25). - Megan Elsner, Lafata Law LLC: child-protection guardian ad litem services not to exceed $42,000 (JPSP-50-25). - DuPage County Health Department: mental health case management for probation and court services not to exceed $208,000 (JPSP-53-25). - Strykers, Inc.: ballistic and stab-resistant body armor for sheriff's deputies not to exceed $400,000 (JPSP-54-25); committee was told armor is warrantied for five years and replacements are routine. - CDW Government LLC: IT office equipment and supplies not to exceed $525,000 (JPSP-55-25). - Heartland Business Systems: server arrays, camera systems and related service agreements not to exceed $650,000 (JPSP-56-25). Committee members clarified CDW covers devices and supplies while Heartland covers servers/cameras and service agreements. - American Infrastructure and Tower LLC: preventative maintenance for digital radio equipment not to exceed $252,676 (JPSP-57-25). - Journal Technologies Inc.: case management system and storage for the public defender's office not to exceed $270,976 (JPSP-58-25). - Vyzocom ICT LLC: nitrile gloves for the sheriff's office not to exceed $14,750 (JPSP-59-25). - New Traditions: transferring bodies to the county morgue not to exceed $480,000 (JPSP-60-25). - NMS Labs: toxicology lab services not to exceed $400,000 (JPSP-61-25). Member Zay requested confirmation that toxicology screening for opioids and fentanyl continues; staff said they would follow up with the coroner. - Sutton Ford Inc.: one Ford Escape for the Children's Advocacy Center not to exceed $33,135 (JPSP-62-25). - LexisNexis (RELX): online legal research for the public defender's office not to exceed $29,832 (term listed 04/01/2026—03/31/2027).
The committee also approved budget transfers (including an item listed in the packet as "$1,525 k" for transfer 2052801), a change order to Sentinel Offender Services LLC increasing an alcohol-monitoring purchase order by $37,000 (JPSCO-8-25), and an amendment increasing CDW's encumbrance by $40,000. The committee accepted a Bureau of Justice Assistance grant to strengthen the medical examiner/coroner system for $93,558 and approved routine informational reports.
Most items passed on voice votes or unanimous consent; members asked clarifying questions about warranty periods, grant matching and whether some purchases were replacements or additions. Several items prompted brief discussion (for example, body armor replacement cycles and scope differences between CDW and Heartland), but no items were tabled or amended at the meeting.
Where members requested follow-up, staff committed to returning with clarifications: notably, the coroner's office was asked to confirm toxicology screening scope and HR was asked (in old business) to provide additional hiring information on a separate personnel question.
