The Westfield Board of Public Works and Safety voted Nov. 19 to award the 2026–2028 snow-removal contract to H and N Outdoor Services following an RFP that produced one formal proposal.
John Nail, director of public works, said the RFP was issued Oct. 10 with proposals due Nov. 14; "We did receive actually only 1 proposal on this RFP," Nail told the board. He said Practical Property Group — the city’s prior South Zone contractor — submitted an intent to bid but did not file a proposal, and that staff reached out to non-bidders for feedback.
Nail noted that H and N previously handled North Zone work for three years and has the capacity to cover both North and South zones. Nail said the city reviewed pricing and will use contract negotiations to adjust terms where possible. The board approved awarding the contract to H and N and separately approved a motion granting Nail signing authority to execute and negotiate the formal goods-and-services contract so it can be in place by Dec. 1, when the current contract ends.
Board members discussed market pricing and the practical reality that some contractors told staff they had not been profitable at past pricing levels. The board approved the staff recommendation by voice vote.
