The City Council voted unanimously to adopt the City of Goodyear’s Fiscal Year 2026–2029 strategic plan, staff reported.
Jenna Goad, the city’s strategic planning and organizational performance manager, summarized the annual update process and said the plan was first adopted in November 2023 and reviewed at the recent council retreat. The updated plan adds 28 new action items across the plan horizon and clarifies several items, including that the investment policy reference is to the city’s investment policy, that the Goodyear Airport evaluation should include ownership as one option, and that an AI initiative will be led by the city manager’s office in partnership with IT.
Goad highlighted that the city completed all 24 action items due in FY25 and said staff expects to complete FY26 items on schedule. Council members noted the plan’s role in informing the manager’s recommended budget and in quarterly progress reporting. Council adopted the resolution to adopt the FY26–29 plan 7–0.
The adoption will inform the manager’s recommended budget and staff priorities going forward.
