Goodyear council approves Walmart convenience store and gas station at Roosevelt and Australia

The Goodyear City Council approved a use permit to allow a Walmart convenience store and gas station in the parking lot of the existing Walmart Supercenter near the northwest corner of West Roosevelt Street and Australia Parkway.
Senior Planner Kyle Abbott described the proposal as a 1,500‑square‑foot convenience store with underground fuel tanks and a 6,200‑square‑foot canopy serving up to 20 vehicles at once via up to 10 pumps. Abbott said the proposal would reduce the site’s parking from 947 to 819 spaces but still exceed the 682 spaces required to serve both the Walmart and the convenience store.
"A traffic study was submitted and reviewed," Abbott said, and staff concluded a traffic signal is warranted at the primary driveway entrance on Roosevelt; the applicant will also modify entry medians to address circulation and queuing. An applicant representative told council the project improves internal circulation and reduces instances of vehicles backing into traffic.
During public comment, nearby residents expressed concerns about parking congestion and safety in the existing lot. Council members asked technical questions about ingress and egress and whether the developer will pay for the traffic signal; staff said permitting and stipulations typically require developers to fund improvements that their projects necessitate.
Council voted 7–0 to approve the use permit with the conditions recommended by staff and the Planning and Zoning Commission.
