On Wednesday, Nov. 19, the Redevelopment Agency of Tullah City voted 5–0 to approve Resolution 2025-03, authorizing RDA reimbursement of up to $1,300,052.78 for roadway upgrades on 0 Avenue at the Peterson Industrial Depot.
John Perez, Tooele City economic development director, told the board the project would widen 0 Avenue, install ribbon curbing and complete paving and manhole work required for new industrial development. "The assessed value of the Peterson Industrial Depot has increased by over $300,000,000 in the past 4 years and just under 500 new jobs in the past 4 years," Perez said, and he presented an itemized exhibit that lists paving, concrete, manholes and engineering costs. Perez said the total cost is "$1,300,052.78, and it's on a reimbursement basis."
Board members discussed whether to add an explicit expiration or completion requirement to the reimbursement agreement. One member suggested a two-year completion requirement, but several members noted that RDA funds in that tax increment area must be spent within five years and that the developer already has engineering completed and tenants lined up. "We have 5 years to use that money," a board member noted during discussion, and the board did not add an earlier sunset to the agreement.
The motion to approve Resolution 2025-03 was moved by board member Brady and seconded by board member McCall. The chair called the roll and recorded five ayes from board members McCall, Hansen, Brady, Goaches and Manzio; the resolution passed 5–0.
The board also approved minutes from the June 18, 2025 business meeting by a 5–0 vote.
The RDA authorization is structured as reimbursement; the resolution, staff presentation and vote do not specify a construction schedule beyond the five-year funding-use window or identify additional contractual milestones. The item was presented to the board as a project intended to benefit existing businesses and to help attract new industrial users to the Peterson Industrial Depot area.
