Ordinance 20 25-35 (presented for third reading) authorizes execution and delivery of a petition adding territory to the Mount Vernon New Community Authority District under the Ohio Revised Code, chapter 349. A council member said a committee had reviewed the petition and urged adoption tonight to keep the project timeline on track, saying the addition would bring revenue "to help pay for all these awesome buildings" planned by proponents. The speaker also invoked a local growth maxim, referencing another official: "growth pays for growth."
Council then considered Ordinance 20 25-36, which determines that a petition adding territory is sufficient under Ohio Revised Code Section 349.03, sets the time and place for a hearing, and authorizes notice by publication. Council member moved to amend Section 3 to change the hearing time from the regular 7:30 p.m. meeting time to 6:30 p.m. The amendment was seconded and approved by roll call. After the amendment, council voted to adopt the ordinance as amended.
Council members noted the December 22 public hearing deadline and the compressed schedule between the holidays as reasons to finalize the ordinances at this special meeting. Both ordinances were adopted by roll-call votes recorded as affirmative by the members present.
