The Selma City Council voted Nov. 18 to approve an as‑needed contract with QK to provide planning, community development, building and permit services while the city recruits a community development director. The contract sets a not‑to‑exceed amount of $200,000 over two years (roughly $100,000 per year) and includes a 10‑day termination clause so the city is billed only for hours used.
Staff explained the need for a temporary contract after the departure of the deputy city manager who oversaw development services. City leaders said a formal competitive solicitation could leave Selma without planning services for six to eight weeks, so the contract was positioned as a short‑term stopgap while recruitments proceed. Several council members noted the city is conducting parallel recruitments for a city planner and associate/assistant planner and intends to fill higher‑level leadership by mid‑February.
The council also adopted an amended salary schedule and classification for a Community Development Director. The new classification changes the bachelor’s degree requirement from mandatory to recommended and allows years of experience to substitute for degree requirements. Staff said the salary range was adjusted to be competitive with neighboring jurisdictions; council adopted the resolution by motion and roll call vote.
Both items—QK contract approval and amended salary schedule—passed by council motion. Staff said the QK contract would be canceled if a new community development director and adequate in‑house planning staff are in place. The council recorded votes in favor and no recorded no‑votes in the meeting minutes.
