The Norwalk City Council approved a budget amendment and awarded a guaranteed maximum price for the Hermosillo Park Rehabilitation and Stormwater Capture project. Staff and the design–build team presented the project concept — including new synthetic fields, a community center, amphitheater, playground, expanded parking and an underground infiltration system — and explained a cost increase since initial planning.
At 65% design stage, the design–build cost estimate exceeded the project budget by roughly 73 percent. City staff and the design–build team conducted value engineering and pursued additional county Measure W funding; the Los Angeles County Board of Supervisors approved an additional $9.9 million. With the supplemental funding, staff reported the project is fully funded at $51,432,600.
Council approved resolution 25-56 to amend the FY 2025–26 budget by $10,404,164 for construction and authorized the city manager to execute a design–build GMP with AS Construction in the amount of $49,631,712, with standard conditions requiring budget availability for future amendments. Staff said the project team will continue to coordinate technical design and construction sequencing and thanked county partners for the Measure W allocation.
The council voted in favor of the staff recommendation.
