City adopts 2025 California building and green codes effective Jan. 1, 2026

The Norwalk City Council adopted ordinance 25-17 61 to reference the 2025 editions of statewide building standards and to amend the Norwalk Municipal Code as needed for local conditions. Staff informed the council that most design professionals are already preparing for the code changes and that the ordinance would take effect Jan. 1, 2026.
Alex Hamilton and the building official said the update was presented previously and that notices were posted at the city’s public counters and on the website. The ordinance incorporates a range of codes — from the California Building Code and Residential Code to mechanical, plumbing, energy and green building standards — and includes a resolution (25-53) making express findings that local amendments are reasonably necessary due to climatic, geological or topographical conditions.
There were no public speakers on the item; the council moved and voted to adopt the ordinance in a roll-call vote. Staff said the city will publish details for designers and contractors and will implement the new requirements beginning January.
