Staff described the 238-acre campus as underused compared with its peak and said recent state reforms emphasizing family-based care have reduced residential placements. The proposal calls for re-engaging current and former foster youth, education and court partners, juvenile core partners, and community organizations to co-design options that keep foster youth needs central while exploring compatible uses such as workforce training, transitional housing, or intergenerational programming.
Supervisors emphasized that the campus must continue to serve foster youth first and foremost, while being open to compatible programs that expand community benefit. Staff will return to the board within 180 days with recommendations and fiscal analysis.
