Board advances first readings of policy updates including public‑comment limits and Freedom to Read Act responses

At the November meeting the Washington Township Board of Education moved forward first readings of a package of policy updates, including changes to the public‑comment procedure and new guidance on library and resource materials tied to recent state directive.

Chair and the policy committee explained many items came from StraussSMA (the policy-clearinghouse) and from Department of Education guidance implementing the Freedom to Read Act. Key proposed changes include reducing public-comment time from five minutes to three minutes, eliminating the prior restriction that the first public-comment period be limited to agenda items, and requiring speakers to state name and municipality before speaking (the committee emphasized the policy calls for municipality, not a street address).

Several board members said they supported shorter individual comment windows to keep meetings manageable; others warned that shortening comment time could be perceived as limiting public participation. One board member asked whether requiring name and municipality is legally permissible; the chair and board counsel indicated that policy already required identification and that the timer would start only after identification.

The board approved advancing all 16 policy items on first reading; members noted specific abstentions and no votes were recorded for certain numbered items and that the items will return next month for second reading and final approval.
