Royal Palm Beach planning panel approves pet-training special exception, two commercial signs

The Royal Palm Beach Planning & Zoning Commission on Nov. 17 unanimously recommended approval of a special-exception permit for a pet-training facility and approved two separate commercial wall signs during a meeting that lasted under an hour.
The commission voted 5-0 to recommend application 25-127SE, which seeks special-exception use approval to allow a pet-training facility within the General Commercial zoning district at 601–650 Royal Palm Beach Boulevard, Suites 500–503. Staff said the proposal affects 2,906 square feet and "the proposed special exception will not seriously reduce the quality or quantity of light and air available to the properties," and recommended approval. Commissioner McKellen moved to approve the application and Commissioner Butler seconded; the motion passed 5-0. Staff noted the commission's recommendation and resolution 25-36 will proceed to village council for final action.
The commission also approved two sign applications. Staff presented application 25-115AR for a new internally illuminated wall sign for Lakeview Dental at 1402 Royal Palm Beach Boulevard, Unit 500, and recommended approval "as submitted." Applicant Mircea Herrera described the proposed channel-letter sign as translucent with orange and green colors and a side logo. Commissioner Butler moved approval; Commissioner Alba seconded. The vote was 5-0.
Separately, the commission approved application 25-133AAR to install an internally illuminated sign for Top Sell Steamer, a seafood retailer at 11929 Southern Boulevard, Suite 7. Staff recommended approval. Applicant Catherine McGough, sworn for the quasi-judicial item, confirmed the business opened Aug. 25. Commissioner Butler moved the application and Commissioner McKellen seconded; the motion passed 5-0.
Earlier in the meeting the commission approved minutes from its Oct. 28, 2025 meeting by a 5-0 vote. The commission set its next meeting for Tuesday, Dec. 16, 2025, and adjourned.
