The Crown Point Board of Public Works and Safety on Nov. 19 approved multiple contract and agreement actions, including an INDOT joint‑use maintenance agreement for the downtown interceptor that carries a 10‑year settlement responsibility for road repairs, change orders related to asbestos removal at 400 East North Street, and an $8,100 payment to Lake County Parks and Recreation for a utility easement.
City staff reported the INDOT agreement requires the city to repair any road settlement on INDOT right‑of‑way for 10 years after construction. Staff said they asked the contractor to increase warranty coverage, modified backfill requirements to reduce the risk of settlement and recommended the city sign the agreement; the board moved, seconded and approved execution of the joint‑use maintenance agreement.
On demolition work at 400 East North Street, staff said an asbestos report found asbestos requiring more extensive procedures than anticipated — crews will need to move items inside the structure to access asbestos areas — and that pricing increases for dumpsters and removal plus a city‑caused delay from efforts to save the structure increased costs. The board approved two change orders covering the asbestos work and the delay‑related costs.
The board also approved a utility easement payment of $8,100 to Lake County Parks and Recreation for a permanent easement reported as 5,292 square feet and a temporary area noted in the transcript as '56 25 square feet' (not clarified). Staff said this easement is along the 231 corridor across from City Parkway to run a water line to county park property.
Other administrative approvals during the meeting included an amendment adding $10,000 of fiduciary fees to an Indiana HIDA agreement, adoption of a PACE fee schedule to be forwarded to city council for Dec. 1 adoption, and approval to send seven surplus vehicles to an online auction. Each motion was moved, seconded and approved by voice vote.
The board set no contested votes on these items and directed staff to return with necessary paperwork or notices when further action is required.
