The Crown Point Board of Public Works and Safety on Nov. 19 approved a downtown interceptor contractor pay application for $676,998.36 and the corresponding 5% retainage of $35,631.48, and authorized staff to have the mayor sign the payment forms.
City staff member Sal told the board the wastewater treatment plant startup is complete though a few repairs remain and that the downtown interceptor contractor submitted pay application #4 for $676,998.36 with the $35,631.48 retainage. The board moved, seconded and voted to approve the request for the mayor’s signature.
Sal also reviewed water projects on the city’s docket: a 24‑inch water supply line project that was advertised with a pre‑bid meeting set for Dec. 3 at 1 p.m. and a bid opening on Dec. 16 at 9 a.m.; staff noted bids may be held for 90 days under SRF requirements and that the city is coordinating bond/closing dates with SRF. He said EFI has begun final change‑order work on the city’s four‑phase water project and requested approval of disbursement #47, a reimbursement to the city of $27,491, which the board approved.
On service‑line work, Sal said the Lehi project has replaced 112 lines and that the contractor will request additional time (substantial completion had been Dec. 28; the contractor asked for an extension to March 1) to complete added divisions. On the larger lead service line effort, Sal said the city currently has "north of 2,000 customers" on a list of potentially affected addresses; staff is finalizing the list (including those who were nonresponsive after multiple notices) and aiming to package bids for awards in May 2026.
The board also heard that collection system improvements are on schedule to be bid in 2026 and that the Southeast wastewater treatment plant remains bid‑ready pending regulatory paperwork. No votes failed during the utility updates; motions to approve the disbursement and the pay application passed.
Next steps: staff will coordinate SRF and bond closing dates, return to the board with any contractor time‑extension paperwork on the Lehi work, and finalize bid packages for the lead service line replacement in advance of May 2026.
