The City of DeBary City Council on a unanimous vote approved Resolution No. 2025-22, amending the fiscal year 2024–25 budget to reflect several revenue and expenditure changes across multiple funds.
Liz Bauer, the city’s finance director, told the council the amendment adds revenues to the parks and recreation program to cover increased rental activity and related salary costs, transfers $6,000 from Fund 312 to the general fund to close Fund 312, and recognizes $531,000 of Hurricane Ian–related costs tied to a DRC mediation agreement approved in May 2025. “We have to recognize 531,000 of additional costs for that hurricane,” Bauer said, and the city will seek FEMA reimbursement while using reserves in the meantime.
Bauer said the stormwater fund will record a donated parcel (Fort Florida area) appraised at $162,450; the city plans to sell that parcel as part of a larger property exchange concluded this year. She also reported that Volusia County impact fees collected within the city’s mobility area totaled about $1,760,000, funds the council previously agreed the city could retain and commit to the Dirksen project; those fees will be held in a committed reserve in Fund 01/27.
Council members asked for clarification that Orlandia Heights’ road maintenance overrun would be paid from assessments rather than the city’s general fund; Bauer confirmed that Orlandia Heights is assessed via a non-ad valorem assessment collected through tax collection and the expenditures are not charged to the city’s general fund.
The council voted to approve Resolution No. 2025-22 by roll call. Council member Papalardo moved to approve the resolution; the motion passed with all present members recorded as voting yes.
The amendment will take effect as provided in the resolution; Bauer noted follow-up budget housekeeping may be included in the next fiscal-year amendment package.
