Staff reported six bids for roughly 6.7 miles of sanitary sewer from the high school area to the wastewater treatment plant. The bids read into the record were: Subsurface of Indiana Inc — $9,441,566; Brackney Inc — $10,639,865; Reed and Sons Construction Inc — $10,850,752.50; JG Case Construction Inc — $12,848,740; HIS Con Constructors Inc — $13,421,850; and Mac Construction and Excavating Inc — $16,970,000.
After bid opening staff received an email from a competing bidder "stating a concern that Subsurface couldn't do this job," an unidentified staff representative said. Wessler and city staff then conducted an extensive review and contacted other clients; staff reported no evidence suggesting Subsurface could not perform and recommended award to the low, responsive bidder. "They were clearly responsive to the bid," the staff representative said.
The board approved the notice of award and authorized the mayor to sign on the board's behalf. City officials said the project will be funded through the same bond used for the city's plant expansion and that bond rates had been previously set.
Next steps: the notice of award will be signed by the mayor and staff will proceed with contract finalization and closeout preparations.
