Staff highlighted required engineering changes, landscaping and cross‑sections consistent with county standards, and the need for final utility letters prior to acceptance of a final plat.
Commission discussion centered on where the trail would run, whether open ditches would be piped or fenced for safety, and the timing for required fencing. One member of the public, Alan Franke, later asked the commission to confirm that a ditch that feeds properties north of the site will be shown on plans and that piping will not interrupt irrigation service; staff said those details would be reviewed and confirmed in the construction‑plan phase.
Commissioner (speaker 6) moved to recommend preliminary approval of the subdivision (stages 1–5) consisting of 93 single‑family lots, subject to review‑agency requirements and the conditions in the staff packet. The motion was seconded and passed unanimously by voice vote.
