Commissioners approve routine payrolls, contracts and CDBG actions; 911 employee presses for stalled contract talks

The commission also ratified multiple contracts and purchases, including a $1,175 Kyocera copier purchase for court clerks and wider copier/maintenance leases and financing; a change order for bridge repairs of $34,224.19 related to storm damage; agreements for court reporting services; UGI Energy Services LLC for natural gas service; Pentel Data for countywide broadband and voice services; and a UPS battery backup quote for the 911 center from Eaton Corporation.
The board adopted budget amendments and adopted the Northumberland County CDBG HOME program procurement policy as presented by CDICOG. The board also rescinded a prior CDBG revision (motion #27 from the Aug. 5, 2025 meeting) that had revised $19,416 from FFY 2022 CDBG contract #000084673 for the Route 147 waterline replacement project and ratified a memorandum of agreement with the Pennsylvania State Historic Preservation Office for demolition work at specified Susquehanna Trail addresses in McEwensville.
During the final public comment period, Tina West, who identified herself as a Northumberland County 911 employee, asked why the county has been without a contract for nearly a year and requested an in‑person negotiation meeting with all three commissioners present. “It’s been almost a year now without a contract,” West said, and urged that negotiations be scheduled so employees could meet with commissioners. Commissioners and staff responded that they would meet and negotiate and that they would attempt to attend when notified; no formal negotiation date was recorded in the transcript.
Other actions taken included the reappointment of Charles Hopf Jr. to the Wyoming Valley Levee Raising Project Mitigation Advisory Board for a one‑year term beginning Jan. 1, 2026, authorization of repository sales for several tax parcels (contingent on taxing body approvals), and authorization to execute an inmate housing agreement with Centre County for 2026. The meeting adjourned after public comments.
