Hubbard County HRA schedules December review of capital needs as director urges higher occupancy

Hubbard County HRA members approved the meeting agenda and consent items and heard a brief directors report that scheduled a December presentation on capital needs and long-term budgeting.

The director reported that Mary is out for training and that staff are aligning the physical capital needs of HRA-managed properties with available resources. The director said recent progress under the current contract is encouraging but that “we just need the occupancy, to get up to the point where these are self sufficient,” and added, “I think were gonna make progress.” Laurie is to attend the December HRA meeting to present capital needs, long-term budgeting and a realistic operating budget for those facilities.

Board members asked staff to prepare a prioritized list of capital needs with approximate dollar amounts so the board can review and prioritize them at the December meeting. One member cautioned that if the needs list is long, addressing everything could take multiple years, and another noted a practical approach to replacing interior doors over time — replacing hollow-core doors with solid-core doors as they fail rather than replacing all doors at once.

A board member also welcomed work tied to a small-city development grant to repair building decks and urged that the buildings be brought into compliance. Members asked about apartment vacancies at Meadows View and Meadow Edge; the director said Laurie has the vacancy statistics and will be prepared to discuss them in December.

Votes at a glance: the board approved the agenda by voice vote; approved the consent agenda by voice vote; and later moved to adjourn, which carried by voice vote.

The HRA will take up Lauries presentation on capital needs and budgeting at its December meeting, where staff are expected to present a prioritized needs list and cost estimates.
