The Oroville City Council on Thursday authorized a full PVC membrane overlay and 20-year manufacturer's warranty for the airport fixed-base operator (FBO) roof, accepting an estimated cost of about $160,000.
Alyssa, addressing the council, outlined two contractor proposals: a minimal patch-and-coat repair estimated at about $15,800 with no warranty, and a full overlay system that includes a 20-year warranty and longer-term protection for the building and the city’s FBO contract. Staff recommended the full-overlay option to protect city assets and avoid recurring maintenance.
Councilmember Johnstone moved to proceed with the full 20-year membrane overlay; council approved the motion on roll call (recorded as "Motion passes" with 6 yes and 1 absent). Staff said there is budgeted funding in the airport capital improvements account — roughly $500,000 — though not all those funds are allocated to the roof project.
