Resident says unpermitted commercial ice-fishing operation near Upper Red Lake has gone unaddressed

Jonathan Larson told the Beltrami County Board that a recurring, unpermitted commercial ice-fishing operation is parked adjacent to his property on Upper Red Lake and that previous requests to the county have not produced clear enforcement or oversight.

Larson said the situation has persisted for years and that, this season, "there are over 30 wheelhouses parked next to our property," with commercial signage and facilities in place on and off the property. He said he and his attorney sought county action in 2018 and again in 2024 and 2025 but had not received substantive updates. "We expected to be advised by April as to what the plans were for enforcement. We heard nothing," Larson said.

Larson asked commissioners how they would feel if a large commercial operation set up next to their homes without permitting, and he raised concerns about impacts on property values, safety, insurance and public health inspections. He also noted that lawfully permitted resort operators must meet accessibility, insurance and health inspection requirements and expressed frustration about perceived unequal enforcement.

The board did not announce a specific enforcement action during the meeting. Larson said he had received courteous assistance from some county personnel on unrelated matters but asked for clarity about what the county has done to address alleged unpermitted activity. Commissioners did not provide a detailed enforcement update on the record at this session.

The resident's complaint highlights a potential enforcement and land-use issue that could require follow-up from planning and zoning or county attorneys to confirm permit status, inspections and any enforcement steps.
