City to draft interlocal agreement to allow SD1/School District to fund Graves Avenue line replacement

The mayor said the project is modest — "probably nothing more than about $15,000" — and staff, the city attorney, the city engineer and the school board attorney Claire Parsons have discussed the approach. Council members agreed an interlocal agreement would make the reimbursement enforceable; staff do not expect a budget amendment and anticipate construction late in the school year or after school closes, with work targeted to be completed by June 30.
No formal ordinance or vote on the interlocal agreement occurred at the caucus; staff were instructed to draft the agreement and coordinate with the school district for approval before bringing any ordinance to council.
