Commission approves rezoning of SR‑207 parcel and large‑scale land‑use change for motorplex

Summary
The board approved a rezoning (REZ25‑000010) to convert about 1.9 acres on State Road 207 to commercial retail (ordinance 2025‑030) and unanimously adopted a large‑scale future land‑use amendment (CPA25‑000003; ordinance 2025‑028) for a proposed motorplex after staff said the amendment cleared expedited state review.
At its Nov. 18 session the Putnam County Board of County Commissioners heard two planning‑and‑development items and approved both.
Zoning staff explained REZ25‑000010, a request by Kevin Fisher to rezone roughly 1.9 acres on State Road 207 from a mix of commercial intensive and residential to commercial retail to permit contractor office space. Staff recommended approval and noted the property is outside FEMA special flood hazard areas; the Planning Commission had earlier recommended denial because of compatibility concerns on the west side of SR‑207. After a public hearing with neighbor comments and staff explanations about legal descriptions and surveys, Commissioner Harvey moved to adopt ordinance number 2025‑030 to amend the county zoning map; the motion carried unanimously.
Later the board considered CPA25‑000003, a large‑scale future land‑use amendment from agricultural to urban reserve for a proposed motorplex project (applicant WA207 LLC). Staff said the amendment had been transmitted for expedited state review and that Florida Commerce and other reviewing agencies found the proposed amendment in compliance. The board voted unanimously to adopt ordinance number 2025‑028 approving the map amendment.
Both approvals include standard next steps: updated legal descriptions, development‑review committee (DRC) review for site permitting, and coordination with permitting agencies before construction activity begins.
