Zephyrhills council approves purchase of flood-prone parcel at 7251 16th Street for stormwater

The Zephyrhills City Council voted unanimously to authorize the city manager to execute a purchase agreement for 7251 16th Street in the Alpha Village subdivision to create additional stormwater capacity. Staff presented an agreed purchase price of $1,173,800. The packet included two appraisals of $150,000 and $166,000; staff said policy allows up to 10% above the appraisal average and the additional funds needed would be reallocated from the Penny for Pasco contingency into the stormwater land purchase line item. Council additionally authorized $10,000 for demolition of structures on the property from the same fund.
A councilmember moved to approve the purchase and to allow the city manager to sign documents for closing and the internal fund transfer; the motion was seconded and passed unanimously.
Funding and next steps: staff said funds will come from the local option gas tax (Penny for Pasco) and that the city manager is authorized to complete closing documents. The council noted demolition and site work will follow and that the purchase will be integrated into stormwater planning and budgets.
