Sunbury City Council on Nov. 19 voted to approve an ordinance creating a tax‑increment equivalent fund for Golden Eagle Storage, authorizing a 75% TIF for a 10‑year term to help pay for infrastructure tied to a Cheshire Road realignment.
The ordinance, read by the city administrator, was described as covering improvements to a parcel on Cherry Street where structures are already built. The administrator said the TIF funds would help pay a portion of the roadway realignment that will align a dangerous left‑turn movement with the entrance across the street from an industrial access. Council moved and approved an emergency measure before voting on the ordinance itself.
Mister Martin made the emergency motion and Mister Grumby seconded; roll call votes recorded seven yes votes on both the emergency and the ordinance. The council did not amend the ordinance on the floor.
The administrator described the arrangement as a 75% TIF over a 10‑year term, which the administrator said is permitted by state law. He also said notice had been provided to the local school districts. Council comments during the reading primarily focused on whether the item could be handled on a consent agenda and a minor correction to an ordinance numbering error noted by staff.
The ordinance text as read establishes a municipal public improvement tax‑increment equivalent fund, specifies the public infrastructure improvements that directly benefit the parcel and declares an emergency to allow immediate effect. The council also referenced preliminary work in the Cheshire Road area and said the TIF proceeds would be used for a portion of that improvement.
Next steps: the ordinance passed on Nov. 19 and will be implemented according to the terms described in the city packet; the council also indicated coordination with the affected school district had occurred and legal requirements for notice were completed.
