Board orders staff to improve budget and contract transparency amid federal cuts

The Santa Clara County Board of Supervisors approved a referral on Nov. 18 aimed at improving transparency around county spending and contracting as the county faces substantial federal funding reductions.
Sponsored by Supervisors Ellenberg and Abe Koga, the referral asks administration to propose a consistent countywide approach to break out object‑2 appropriations (services and supplies) into meaningful subcategories, to provide an implementation timeline and reporting functions for the county’s new budget and contract management systems, and to shift the timing of budget RFIs so board offices receive responses earlier in the annual process.
Speakers from community health and behavioral health providers said early, detailed budget information is essential for partner organizations that coordinate services with the county. Supporters argued that better categorization of services and supplies will let supervisors and community groups see where dollars are spent and plan for reductions or replacements before final hearings.
Supervisors amended the referral to bring recommendations to the full board (rather than only committee review) and to return with a schedule and public‑posting plan; the motion passed unanimously.
