Commission adopts updated building, mechanical, fuel gas and plumbing codes; emergency plumbing change approved

The commission adopted an ordinance updating Title 9, Chapter 1 to the current edition of the International Building Code as adopted and amended by the Oklahoma Uniform Building Code Commission and adjusted violation penalties. Commissioners noted the change means future adoptions by the state commission will be adopted locally and take effect after city notice.
A separate ordinance updated the International Mechanical Code (Title 9, Chapter 6) and another updated the International Fuel Gas Code (Title 9, Chapter 7); both measures passed 7-0 after brief discussion. Commissioner commentary noted that the primary substantive change in several of the updates was to the structure of penalties: "So what it's gone from is a, 2 tiered... to a 3 tier to where you have 3 increasing fines," a commissioner said, explaining the penalty framework change.
The commission also approved an ordinance updating the International Plumbing Code (Title 9, Chapter 8) and separately approved an emergency clause so that the plumbing changes — including a new requirement for sewer backflow preventers — could take effect immediately. Both votes on the plumbing item passed 7-0.
On financial and interagency business, the Enid Municipal Authority agreed to purchase a workers' compensation judgment for Michael D. Williams in the amount of $28,420, with reimbursement to the EMA over three years beginning 2027 and ending 2029. The EMA also approved claims totaling $75,345.42. The commissioners then convened as the Enid Public Transportation Authority to adopt recommended revisions to the EPTA agency safety plan following review by the Oklahoma Department of Transportation and approved EPTA claims of $2,310.46. All motions were unanimous.
