City promises independent engineering report on Southeast 8th Avenue flood; report due Dec. 2

Following an October flood, Deerfield Beach said it hired Chen Moore & Associates for an independent review of stormwater performance in the Southeast 8th Avenue area and expects a report before the Dec. 2 commission meeting.
Deputy City Manager Eric Power told the commission the city enlisted Chen Moore & Associates — an engineering firm with no recent contracts in the city — to review historic studies, recent stormwater improvements and the Oct. 26 flood event around Southeast 8th Avenue. Power said staff asked the firm to review prior reports (including a 2004 study) and recent construction design documents and to consider residents’ audio recordings and site observations.
Power said the firm aims to complete the report prior to the commission’s Dec. 2 meeting and that the contract was selected to avoid potential conflicts with firms that have active city contracts. “We intend on having this report completed prior to the December 2 meeting, and we'll provide the report and findings at that time,” he said.
Residents during public comment described neighborhood flooding, questioned pump availability and requested permanent fixes. Community members and some commissioners pressed staff about whether the city had temporary pumps available during the October event and why they were not used; staff replied that pumping requires an appropriate discharge location and specialized equipment, and that the agenda item on consent was to repair a vacuum truck used for local pumping operations.
