Deerfield Beach advances tougher enforcement of illegal roadside signs on first reading

On first reading Nov. 18, the Deerfield Beach City Commission advanced an ordinance that adds the civil citation process and escalating fines for illegal “snipe” signs placed in public rights-of-way or on public property.
City Attorney explained the ordinance allows code-enforcement officers to issue civil citations (similar to parking tickets) with escalating fines for repeat violations: example penalties discussed were $100 for a first offense, $200 second, $300 third and $500 plus mandatory court appearance for a fourth. The ordinance also creates a presumption that signage displaying a business or contact identifies the responsible party unless rebutted.
Commissioners and residents asked staff to refine the language for common, non-malicious uses — such as limited-time church event signs, realtor open-house signs or city-permitted event signage — and to ensure warnings and proportionality for first-time resident offenses (yard sales, lemonade stands, neighborhood notices). Vice Mayor Preston asked that churches and community-sponsored signs not be unfairly targeted; Commissioner Hudak proposed considering how fines could be allocated to community programs.
The commission passed first reading; staff will return with tightened language before second reading.
